I'm back with some information. Western European Parliament and SW Division ran from El Paso by Douglas Tucson, AZ. The EP & SW 16th was October 1900 and encompased Some other tracks that have been acquired.

The EP & SW Railroad including former Arizona and south-east, which was the 24th May 1888, among other things, but the A & E was the first service of Douglas.
